As you know, the Georgian Dream is actively working to fulfil the 12 points set out by the European Union against the backdrop of sabotage by the radical opposition.
Revision of the procedure for electing the General Prosecutor of Georgia is part of the above-mentioned 12 points. In order to fulfil this stipulation, yesterday, the parliamentary majority officially initiated the draft of the constitutional law with the exact content that was agreed upon last year on the basis of consultations held between the majority and the parliamentary opposition.
According to the draft law, the Parliament of the next two convocations shall elect the General Prosecutor of Georgia by a majority of three fifths for a term of six years. If the candidate is unable to obtain three fifths of the vote, the General Prosecutor shall be elected by a majority of votes but for a term of one year.
This draft law – which has been agreed with the parliamentary opposition – has no analogues in any country of the world. There is a simple reason for this – its content contradicts the logic of the system of governance and basic legal principles, which we will not dwell on today. We will recall only the fact that for this reason, the adoption of the relevant constitutional amendments was stopped last year by our decision.
However, due to the fact that the fulfilment of the 12 points set out by the European Union is a special priority for us, we will disregard legal principles as an exception on this one occasion and adopt the new procedure for electing the General Prosecutor without any preconditions.
Today we would also like to present to you the Georgian Dream majoritarian deputy candidate in the Senaki Municipality Sakrebulo [City Council] midterm elections.
Mr. Zaza Kurashvili will be our candidate in the single-mandate electoral district of Teklati and Chaladidi. Mr. Kurashvili is a loyal and active member of our party who enjoys a high reputation in his community. We are sure that he will definitely win the elections, as a result of which he will represent the interests of both villages in the Senaki Sakrebulo [City Council] with dignity.
In addition, we would like to remind you that the Georgian Dream will form a solid majority in Senaki Municipality after the midterm elections, thus ending the almost year-long sabotage that the National Movement and For Georgia, its satellite party, have been carrying out in tandem against the interests of the residents of the municipality.
We call on the residents of Teklati and Chaladidi to support Mr. Zaza Kurashvili.
